Need for jointness, modernisation and coordination to strengthen military. 

Need for indigenisation of defence industry to avoid dependence on arm importing nations. 

Need to improve tooth to tail ratio - to optimise revenue and capital expenditure on defence - need to reduce redundancy and duplication in resource allocation to three wings of armed forces.

Need for developing multi-domain military services, strengthening tri-services synergies and enabling perspective planning. 

Need to do away with cumbersome, opaque and antiquated decision making processes, from administrative requirements to weapons acquisition. 

Need to ensure better collaboration of citizen defence leadership of the Ministry of Defence. 

Need to bring greater transparency, efficiency and accountability into decision-making on defence matters.

The post of Chief of Defence Staff was first recommended by K. Subramanyam headed task force to look into security lapses during Kargil war, 1999.
